INTRODUCTION OF SECTIONS

Postcards issued by
Japan-Taiwan Governor's Office

The sets of postcards during the times of Japanese colonization of Taiwan were mostly issued by the Governor's Office or other semi-official organizations. Prior to World War II except in mainland Japan, all postcards were issued in the name of Japanese government agencies in its colonies, including Taiwan, Korea, Sakhalin, territories leased or occupied in China, and other territories under its commissioned sovereignty. Those issued postcards were referred to as "official leaves."

The "Commemorative Postcard Collection of Japanese Commencement of Reign" issued by Japan-Taiwan Governor's Office, were narrated from the historical viewpoints of Japan, on 17th of June (Taiwan Commencement Day) every year since 1905-1935. There were only 21 sets because the yearly issuing was interrupted in 1913 when Emperor Meiji passed away and between 1926-1931 when there was great turmoil in mainland Japan. In addition, there were no issuance from 1936-1945 since the Japanese invading to China and the World War II.

The Japan-Taiwan Governor's Office

With no experience as a colonial power, the first phase of Japan's rule consisted largely of effort to assimilate the people under its administration. Colonial policies were relatively mild for the most part.

Assimilation education and isolationism were the outstanding feature of this period in education. The stress was on instruction in Japanese and strengthening of the public primary school, with an emphasis on primary education as well as the training of low-level technical workers.

In the reinforcement of colonial control and assimilation the Governor's Office promulgated the "Taiwan Education Act" in 1919. In 1922 a desegregation program for Taiwanese and Japanese was instituted in form to reduce the differences between education of the two peoples in Taiwan. In addition, normal school and vocational school were established to meet the basic needs of Japan's colonial system.

The rise of the "southward policy" caused the Japanese to pay closer attention to Taiwan's aborigines, many of whom felt a close affinity for the peoples of the Southeast Asia. The Japanese also put together a military unit know as the voluntary troops of aborigines to fight in the Southeast Asia. Meanwhile the strengthening of the "Imperial Rule" movement forced more Taiwanese to adopt worship practices at Japanese shrines and to take on Japanese names. These policies continued all the way up to the conclusion of World War II.

The Hand-painted Postcards

These hand-painted postcards are usually not only the apotheosis of the decorative nature of the Japanese art, but also works that show personality and ingenuity. They can reflect the painters' ideas of creation and their actual feelings about the society more than ordinary works that were created for the sole purpose of creation or other well-known Ukiyoe. The traces of emotions experienced by the artists in the real world are shown in these works. They are not large-scale grand works, nor do they contain soul-stirring themes, yet the artistic value of these works is not all diminished. On the contrary, because these are unique originals done by hand, and not affordable for the average people, they are valued all the more by Ukiyoe collectors.

The historical Values of Documents

In general, the category of written contracts includes all deeds relating to the ownership of private lands, the lease of agrarian farm lands, purchases, sales, mortgages, loans, commercial ventures, and inheritance.

Since 1895 the Japanese era in Taiwan, the Japanese authorities ordered that all private lands be registered with the authorities and that contracts relating to real estate purchase be simplified. The authorities also recognized the time-honored practices relating to land purchase, and considered the contracts executed under such practices as valid legal documents. Despite having a comprehensive body of law relating to ownership of personal properties, the court also relies on land document dating back to the Ching Dynasty.

The Taiwan Aborigines

From the Ching government to the early period of Japanese rule, with the establishment of "savage borders", indigenous people got to keep their land and cultural identity. However, ever since 1909, Japanese rulers initiated a suppressive policy for governing aborigines, as well as a progressive cultural strategy and the implementation of land ownership for immigrants. Indigenous people were forced to move around and share their land. In the end, Taiwan's aborigines finally lost their land and their culture.

Japanese policies of "governing savages" enacted by the Taiwan Governor's Office included occupying land and resources, as well as re-educating Taiwanese people to become pure Japanese. In fact, this policy aimed at developing resources and the economy. Other than that, the Japanese also made it their goal to create a secure environment for them to inhabit.

Yoshita's Sketches

Yoshita was a master who specialized in bird's-eye-view panoramas of scenic spots popular in Japan at the time. He painted the scenery along Japan's railroads, towns and cities nestled in the mountains, and bird's-eye-view of major cities, as well as conducting on-foot sketch-tours of all the "eight vistas" and "25 beautiful locales" of Japan. All in all, he left behind about 300 fetching depictions of scenic destinations from Sakhalin in the north of Japan to Kyushu in the south, and across to Taiwan. He was referred to as "the modern Hiroshige" of Japan. (Hiroshige was a famous master of Ukiyoe during Edo era).

The Official Taiwan Fine Arts Exhibition
(1927-1943)

The Taiwan Exhibition of Fine Art was the largest-scale officially-sponsored exhibition in fifty years of Japanese rule in Taiwan. From its establishment in 1927, it guided the functions leading to the fine arts becoming part of society, it became a segment of Taiwan urban culture in the late years of Japanese rule.

In October 1927, the first Taiwan Exhibition opened amidst a grand display of ceremony. It comprised two divisions: Japanese-style Paintings and Western-style Paintings. The judges were four Japanese instructors teaching in Taiwan. The Japanese-style Paintings division there were Gohala (1892-1965) and Kinoshita Segai (1887-1990); the Western-style Paintings division there were Iskikawa Kinichiro and Shiozuki Toho (1886-1962). The regulations specified that anyone who lived in Taiwan could submit pieces for display, so both Taiwanese and Japanese were represented, and the competition was of course very intense.
